**Rules**

- Every **Manual** secondary must have a non-empty **Exception note** (why it is not from SISTRIX ideas/GSC/competitor list).
- **Primary** row must have a **Source** (typically SISTRIX metrics after `--primary-only` pass).
- If a candidate is rejected, you may add a short row with Selected **N** and reason in Exception note (optional but useful for audits).

## Notes

- Link to `data/keywords-sistrix.json` `last_updated` when you last refreshed SISTRIX: **2026-03-20** (primary-only then full pass).
- After GSC exists: re-run `derive-target-keywords.php` and reconcile this table.
- **Acronym-first legal terms (DSGVO, BDSG, …):** Nicht zutreffend; „§ 631 BGB“ bleibt sekundärer Anker ohne Slug-Änderung.
