## Problem Statement

The comparison table filters had multiple issues:

- Layout problems causing overflow and poor responsive behavior
- Plan filter checkboxes didn't actually filter content in category view
- No loading states or scroll position preservation
- Poor user experience with cluttered UI
- Missing keyboard navigation

## Solution Implemented

Complete redesign and implementation of the filter system with:
